The Jōyō Kanji (常用漢字) are a list of Chinese characters, including their form, reading and stroke order, approved by the Japanese government, first published. Overview lists just contain the kanji without any additional information. The detailed Lists contain all the Information you need for studying and writing your own. The jōyō kanji (常用漢字, literally "regular-use Chinese characters") is the guide to kanji characters and their readings, announced officially by the Japanese Ministry of Education. Current jōyō kanji are those on a list of 2, characters issued in Changes from the tōyō kanji · History.

If I understand correctly, only newspapers and government publications were told to try to avoid using words that use non-jouyou kanji.
No one ever set any limits on novels and magazines and joyo kanji list publications if I recall correctly except maybe encouraging them to use furigana for hard kanji.
Raichu The literacy argument is no longer valid. In the age of universal education, kanji using countries have the same levels of literacy as alphabet using countries.
They learn it based on what their textbooks and learning materials decide is relevant.
The candidate list as it stands, therefore, is comprised of 2, characters. Vigorous debate about the list has taken place in committee meetings in the past four years.

The predominant reason is that regular books, newspapers, manga etc… restrict themselves to only using aroundmainly to make the material more joyo kanji list.
So now that you know all about the number of kanji you need to know, let's dive into how we are joyo kanji list to be learning them…. Learn hiragana and katakana. If you dedicate yourself everyday, this monstrous task can take as little as 3 months…….

Just choose your joyo kanji list way of learning. However, in my personal opinion, learning kanji outside jouyou list just doesn't make sense, those kanji will take you a LOT of time to learn and even doesn't help you much in reading general japanse.
So it's my advice that if you use the RTK order of this deck, you should suspend all kanji outside jouyou list maybe just unsuspend the primitives that help you remember later kanji.
